The application must be received by PSEA no later than March 15, 2019.

Scholarship requirements:

Must be elected as a local (not state) delegate to the 2019 NEA RA.
Must be identified as an ethnic minority in the PSEA membership system.
Must be a member in good standing.
May only receive the scholarship one time within five years.
