Gov. Shapiro’s education budget proposal is good for public education

Gov. Josh Shapiro’s proposed FY 2025-26 state budget is a major step toward fully and fairly funding public education and addressing the educator shortage.

This year’s proposal continues last year’s momentum with key investments in basic education and student teacher stipends that will help Pennsylvania’s schools, students, and teachers thrive.

While we still have work to do to ensure the programs that matter most to PSEA members receive full funding – especially special education and student teacher stipends – PSEA remains committed to working with the governor and lawmakers to maximize funding for public schools and ensure every student and educator has the resources they need.


Student teacher stipend funding is a strong start

Gov. Shapiro’s budget proposal doubles funding for student teacher stipends to $40 million, providing $10,000 to eligible aspiring educators. The program has been life-changing for many, including Student PSEA member Melanie Williams, who was present at the budget address and was referenced directly in the governor’s speech.

This stipend makes it possible for thousands of student teachers like Melanie to complete their certifications while supporting their families. 

However, the program still needs more funding to meet the needs of every aspiring educator in Pennsylvania. This year, 4,000 applicants sought the stipend but only 2,144 received it.

PSEA is calling for an increase to at least $50 million to ensure every eligible student teacher receives the support they need.
